It was developed by the folks at Dickenson College with collaboration from Penn State University, and authorities from the Pennsylvainia state government. It is targeted at homebrewers in the state of Pennsylvainia, but the information applies to all homebrewers and is definately worth downloading and reading.

 

It focuses on making biodiesel safely and covers everything from building equipment to making biodiesel, to dealing with byproducts, and how to deal with spills. It has input from Fire Departments and the Pennsylvainia EPA as well as building code inspectors and regulators. At 44 pages, it is a complete guide to making biodiesel the right way.
